Xong Xiong holds a Doctorate in Teaching and Learning from the University of Minnesota Duluth, as well as Master's Degree in Education and a Bachelor's degree in Art and Philosophy and from the University of La Crosse-Wisconsin (UWL).  In 2016 she help found Cia Siab, Inc. to continue the DV/SA program for the Hmoob community in La Crosse. Through her life experience and ongoing studies in education and language and cultural revitalization, Xong is responsible and credited for designing a culturally appropriate DV program model for the Hmoob community in La Crosse County.
